Title: Global Product Manager – Real Time Information Portfolio, New York
Purpose: To work with designers, software developers, technology vendors and other Innovation team members on developing and expanding various UNICEF Global Innovation Centre products

Background

In January 2014, UNICEF has set up a cross-sectoral Global Innovation Centre. The vision of the newly established Global Innovation Centre is enabling exponential change in reducing inequities and achieving programme effectiveness and results for children. It focuses on innovations that benefit the most deprived people, and the areas with the highest level of inequity, specifically focusing on technologies, tools and solutions that can be deployed and used in remote areas and by people who do not have access to feature technology.

UNICEF´s Global Innovation Centre focuses on development and global scale of generic solutions, and in close collaboration with UNICEF Country Offices supports the set-up and roll-out of those innovations, specifically in the following main areas:

  • Real-time information: Development and scale-up of innovations to provide real-time information to UNICEF programs and increase transparency and accountability. Including RapidPro, mTrac, eduTrac, mHERO, uReport, End-use Supply monitoring (EUMS), etc.
  • Access to information and Quality Learning: Development and scale-up innovative solutions to provide improved access to information and quality education. Including Digital Kiosk, Mobistation, uPortal, etc.
  • Youth engagement: Scale-up of uReport and partnerships to promote youth engagement
  • Other innovations: Continue to develop concepts and prototype innovative applications in new, emerging areas.

In order to achieve this, UNICEF Innovation Centre seeks to hire a Global Product Manager to provide overall product coordination and strategy support of all products related to the real-time information portfolio. As a product manager, the consultant is specifically required to gather feedback from already ongoing and potential roll-outs, prioritize features for development, coordinate upgrades & deployments, encourage community engagement, and provide near- and long-term product strategy recommendations.

Purpose of Appointment 

Work with designers, software developers, technology vendors and other Innovation team members on developing and expanding various UNICEF Global Innovation Centre products.

The general objective of this consultancy is to provide overall product coordination and strategy support to the UNICEF Global Innovation Centre. This candidate needs take large amount of information from various sources.

It will require an ability to understand complex, abstract concepts, and ability to think creatively about best fitting technology for each project and build the end product. It will take an understanding of currently available technology and trend to develop effective solution.

Main Activities

  • Development and management of Real Time Information portfolio
    • Establish narrative and scale up strategy for The following real time information tools: RapidPro, U-Report, EduTrac, 1000 Days, RapidReg, Equitrack, EUMS, and RapidFTR
    • Document guidance on negotiating and working with mobile network operators
    • Draw narrative for how UNICEF works with government and partners to strengthen health and education systems, along with protecting the rights of children
  • Coordinate the feature enhancement of the RapidPro software platform
    • Develop and maintain relationships with UNICEF colleagues that use RapidPro
    • Prioritize features for development, maintain product roadmap
    • Advise and assist UNICEF colleagues with the deployment and use of RapidPro
    • Work with UNICEF colleagues and vendors to develop and maintain RapidPro documentation
  • Create a product strategy for RapidPro’s globally supported apps
    • Develop product strategy for education and health-related RapidPro apps
      • Initial near- and long-term goals
      • Identify strategic partnership opportunities
      • Identify communications needs
      • Identify documentation needs
  • Develop annual product roadmap for RapidPro
    • Initial roadmap for next 12 months of product development
  • Develop a scalable support strategy for real time information systems supported by UNICEF Innovation
    • Assess UNICEF country office support needs
    • Recommendations for internal and external support resources
    • Identify potential vendors for providing technical support
    • Identify documentation needs
    • Recommendations for online community forums or other community support options
  • Work with ITSS to migrate UNICEF’s RapidPro cloud solution to UNICEF’s cloud infrastructure
  • Coordinate the development of RapidReg and integration with RapidPro
    • Advise and assist UNICEF colleagues with the deployment and use of RapidReg with RapidPro
    • Work with UNICEF colleagues and vendors to develop and maintain RapidReg documentation
  • Establish a RapidSMS to RapidPro migration strategy for systems strengthening tools in education and health
    • Work with UNICEF country offices that have deployed RapidSMS to develop recommendations for migrating to RapidPro
    • Develop initial migration plans for programmes that will migrate from RapidSMS to RapidPro
    • Work with UNICEF country offices and Global Innovation Centre colleagues to support migration tasks
  • RapidPro: EduTrac
    • Coordinate the development of the EduTrac RapidPro app
    • Work with UNICEF country offices to gather product requirements and develop government coordination strategies
  • RapidPro: 1000 Days
    • Coordinate the development of the 1000 Days RapidPro app
    • Work with UNICEF country offices to gather product requirements and develop government coordination strategies
  • RapidFTR
    • Work with UNICEF colleagues to identify and evaluate opportunities for Deversifying use cases for a generic RapidFTR app
  • EUMS & EquiTrack
    • Coordinate the development and piloting of EUMS & Equitrack in country offices
    • Develop hand over plan of both systems for potential further roll-out

Duration of Contract

11.5 months

Qualifications and Education 

At least 5 years of relevant professional experience. Advanced degree in a relevant field, and proven experience in translating complex ideas from various fields into unified, clear guidance.

Additional Experience and Knowledge

Experience with technology related projects in a development context and/or the UN
Proven skills in training, management, and strategic thinking
Proven ability to conceptualize, plan, and execute ideas as well as transfer knowledge and skills
Experience managing external software vendors
Experience writing technical contracts
Experience writing technical documentation
Experience with managing RapidPro or RapidSMS based systems
Experience with coordinating mobile based systems
Familiarity with open-source technology, design and development processes.
Excellent written and verbal communication skills.
Experience with processing large amount of information and synthesizing it.
Ability to work in a team and in a diverse work environment.
Fluency in English.
