UNICEF Papua New Guinea is seeking to hire a qualified consultant to support the implementation of mobile phone based initiatives in Papua New Guinea.

The PNG Country Office is supporting the development of mobile phone based programmes (U-Report, RapidPro) to empower young people to speak out on issues that matter to them, encourage citizen-led development, connect government partners to real-time data and create positive change. U-Report relies on volunteer community members to serve as ‘U-Reporters’ to give feedback on polls and surveys, and report issues in their communities. Through RapidPro SMS, UNICEF is supporting key development sectors to strengthen real-time data collection and monitoring to improve programmes and policies. The purpose of the initiatives is to inform programme and policy interventions, mobilize government to take action and strengthen the case for greater investment in services and programmes.

MAJOR DUTIES AND RESPONSIBILITIES

Under the supervision of the Deputy Representative, with guidance and support provided by the Planning, M and E Specialist, the incumbent will perform the following duties:

  • Support the design and implementation of U-Report in Papua New Guinea, supporting the development of a youth-led steering committee, networking with mobile providers, generating content, managing subscribers and overseeing the meaningful engagement of youth and communities on challenges and opportunities facing them.
  • Support communication, advocacy and outreach to achieve high registration rates.
  • Provide high quality coordination, management and oversight of Mobile for Development (M4D) projects in Papua New Guinea.
  • Coordinate with mobile telephone network service providers to ensure uninterrupted flow of incoming and outgoing messages.
  • Ensure effective and efficient coordination with government and stakeholders implementing mobile for development activities in PNG.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Development Studies, Communication or other relevant field. Training in Information and Communication Technology will be considered an asset.
  • At least 2 years of relevant professional experience with Programme management and working with Government-led programmes;
  • Experience working with youth or on youth related programmes;
  • Experience working with media or in communications will be considered an asset;
  • Strategic planning, analytical and writing skills; and
  • High level of communication, interpersonal skills and experience working effectively in a multi-cultural environment.

This is a locally recruited position. Applicants must be based in Papua New Guinea, however the position is open to all nationalities. UNICEF is a non-smoking working environment.
